A 28-Year-Old Person And Her Husband Got Into An Argument With A Neighbor While They Were All Outside On The Common Balcony Of The Apartment Complex Where They Reside. During The Altercation Hayes Produced And Discharged A Handgun, Striking The Adult Male Victim In The Upper Body.
